AAAS Resolution: Recommending U.S. Return to UNESCO
Whereas UNESCO has a distinguished record of accomplishment related to global scientific activities, such as the Intergovernmental Oceanographic Commission and Man and the Biosphere Program; nongovernmental scientific organizations, such as the International Council of Scientific Unions (ICSU) and the World Federation of Engineering Organizations (WFEO); science education; public understanding of science; and other activities consistent with the constitutional objectives of AAAS; and
Whereas during the period in which it has not participated in UNESCO programs, the United States has been isolated from portions of the international community of science and science education, especially among Third World nations; and
Whereas UNESCO has new leadership under its Director General, Assistant Director General for Education, and Assistant Director General for Science, thereby creating positive changes; and
Whereas it is important for the United States to return to full participation in UNESCO in order to enhance information exchange, assure a U.S. role in programs of wide concern in the international community of scientists and educators, and to fulfill the social responsibility of the United States to the world community;
Therefore, be it resolved that the American Association for the Advancement of Science recommend (1) that the United States return to active participation in UNESCO with a budget of at least the level at the time of departure in 1984 and (2) that the United States take an active role in naming strong candidates for UNESCO staff leadership positions, advisory council and general assembly positions, and for the delegation at UNESCO in Paris in order to provide leadership and to assure continued improvement in the administrative and programmatic aspects of UNESCO.
